Cisco router 7604 - problem with module WS-X6724-SFP

Hello All

I have two cisco 7604 routers with ios version 12.2(33)SRE4 and with RSP720-3C-GE and WS-X6724-SFP in it.

   First 7604 contained two WS-X6724-SFP (hw 2.1 and hw 4.1)

   Second 7604 contained one WS-X6724-SFP (hw 2.1 ).

I have decided to move  WS-X6724-SFP (hw 4.1) from 1st 7604 to 2nd 7604.

For this i have done next things:

at first router

1) Shutdowning all ports on module (paranoia)

   interface range gi3/1-24

    shutdown

2) Turning off power on the module

    no power enable module 3

3) With using preventive antistatic strap i have removed module

at second router

  1) With using preventive antistatic strap i have installed module in chassis.

As result i have got this at second router

%ONLINE-SP-6-TIMER: Module 3, Proc. 0. Failed to bring online because of timer event

%C7600_PWR-SP-4-DISABLED: power to module in slot 3 set off (Module  Failed SCP dnld)

I have executed "show power status module 3"

                        Pwr-Requested  Pwr-Allocated  Admin Oper

Slot Card-Type          Watts   A @42V Watts   A @42V State State

---- ------------------ ------- ------ ------- ------ ----- -----

3    WS-X6724-SFP        125.16  2.98     -     -     on    off (Module  Failed SCP dnld)

I tried

       to remove and install again module in chassis,

       to execute "hw-module module 3 reset"

       to install linecard back in 1st chassis

       to reboot router with linecard

But always i got

%ONLINE-SP-6-TIMER: Module 3, Proc. 0. Failed to bring online because of timer event

I have read that "Module  Failed SCP dnld" means:

This message indicates that the system was unable to download the runtime image to the module/processor because the download or the ASIC initialization did not complete in the allocated time.

This occurs because the ASIC on module failed to download it's runtime code from the NMP in the allotted time. When this problem happens, the supervisor automatically power the module down and try to download the microcode to it continously.

How can i debug this ?

When may this situation occur _ASIC on module failed to download it's runtime code from the NMP_?

Can i manualy give runtime image to module?

Do i understand right  NMP=Network Management Processor ?
