The high end of the ISR 4400 series, can handle 1 to 2 Gbps, but if you want to invest in additional capacity, the entry models in the ASR 1000 series should serve your needs.  (NB: with some of the entries ASR 1000 series, you can also support 10g.)

Recommending a L3 switch is tougher because they are more for oriented for specific needs and performance ranges.  You only mentioned Cloud DC, L3 and backbone; not much to narrow down a recommendation.  For DC usage, Cisco has their Nexus line. For (a small) backbone, perhaps something in the 4500 or 4900 families.  Both lines/families have devices that support L3.

Well we have 4 OpenStack enviroments, we have 3 VMWare enviroments and 2 Hyper-V enviroments. We have 7 Racks with 20 Servers and every Rack have 6 switches. So what i want to make is all of this switches somehow get to the the main one and from there to go throught the Router. We have 4 lines with 1GBps with BGP. If we increes the speed will be 2 GB maybe 4 in the future. So we will go with 1GB for now.

What about 1941 and 1921 for the Routers ? I would not say small for the Switch :). And also the main question is how to choose ? What question to aks myself and how can you say you can use ISR or ASR ? What to look for so i can make the decisions ? :?

For ISR selection, you might find the following helpful: https://supportforums.cisco.com/sites/default/files/legacy/0/3/8/142830-white_paper_c11_595485.pdf

Unfortunatelly predates the 4400 series and doesn't have ASR either, but it does have the 1900 series.
