Cisco Site-To-Site VPN

I have two Cisco 2901 ISR's with a site to site VPN setup...

I can telnet into devices on the other side, ping units on the other side... but when I try and use a web interface no dice... I will get prompted for login on some devices then... nothing..

How can I trouble shoot this?
