In building A L3 juniper with ip 10.1.x.x and sub interface vlans
In building B Cisco ios L3 with ip 10.1.x.x and using ip route 10.1.0.0 0.0.255.255 area1 and interface vlan without sub interface
if I want to connect this two network using F.O cable and public ip 192.168.x.x is there any possible conflict Occurs in packets routing between it

If the subnet is the same at both sites ie. 10.1.0.0/16 then you will not be able to route between them. You need to use diffferent subnets at each site if you want to route between sites.

As long as you have same subnet at both buildings why do you need routing?
You need to use different ranges at each building.

because the building has own data center and application
but now will by on data center so i need to connect this building temporary whit out change any thing until do data emigration
os that why i need routing.
so i need to change ip in one of building

If this is a DC changing the IPs is not always straightforward because some applications actually refer to hardcoded IPs instead of a DNS name. They shouldn't but sometimes they are. So it is not a decision to made lightly.
Another possible option is to leave the IPs as they are use NAT to present the IPs as a different IP subnet(s) to the other site.
It's very difficult to say with the limited amount of information you have supplied.
