So I have had a few 4351ISR units that will not enter password recovery mode. My steps are below:
The router reboots and asks for user name and password. I then try the following:
Unit reboots and asks for User Name and Password again.
I then entered ROMMON again as I did above and tried the following:
ROMMON1>b usb0: isr4300-universalk9.17.09.04.SPA
Still asks for username and password.
I am just a bit frustrated now. Does anyone have a solution for this? Other than an hammer, of course.

If the router is in ROMMON, post the complete output to the command "set".
