dhcp offer unicast or broadcast?

Hello

I have a doubt about the operation of DHCPv4 as it is rappresented in the image grab from the course of cisco accademy.

Do you think that is correct the dhcpoffer is in broadcas? I read in other document that the answer of the server is unicast.

So what is correct?

I believe that is could be both, it depends on how the PC requested the DHCP. A flag/bit can be set indicating this.
To me the PC doesnt have an IP yet so it should be broadcast until the address is Ack'ed

Wireshark would tell you exactly what is happening to be sure
