What is the diffrence between right to use and permanent license? Is there any difference in command level/features between two?

Hello,
I don't believe there is a difference in command level/features, but the two biggest differences are not being tied to a serial number and honor based.
Descriptions below are from Cisco's doc:
Q. What is Right to Use (RTU) licensing?
Permanent Licenses
Permanent licenses are valid for the life of the device on which it is installed. Some examples of permanent licenses are IOS Technology Packages (IPB, UC, SEC, DATA), Feature Licenses such as SSL VPN etc.
Right to Use Feature Licenses
These licenses follow the traditional licensing model and do not use Cisco Software Activation. They can be ordered when the router is initially purchased or at a later date.

Dears,
May i know if the RTU license will be expired at any moment?
Do we need to purchase the permanent license against the RTU license?

All license types (evaluation, RTU, permanent) perform and behave the same; it’s just a matter of differentiating how the license was turned on. Evaluation license is turned on when customer accepts EULA. After the evaluation license period is over, the license automatically turns into RTU. Permanent license is when factory or customer installs the PAK.

Thank you. So that's a no on "the license will expire" question? That's if it turns into RTU after eval period...

To remove that countdown you can use this command
# license right-to-use move "license name"
you will get confirmation license moved to permanent mode.
You should see Period left : Life time after that.
