Downward bit sometimes not marked into some networks

Hello experts,

 

We have 2 remote sites (well, we have plenty of remote sites, but let’s focus on these 2), not running dynamic routing protocols on the LAN, which have a VRF and a BGP connection through an MPLS cloud where they announce 2 routes:  a /24 and a /30. These routes arrive to the HQ router (with a VRF and BGP too) and while none of the 2 routes from site 2 get installed on the HQ router (downward bit marked), only the /30 gets installed from site 1.

 

Site 1: advertises 10.10.10.0/30 and 10.10.10.0/24

Site 2: advertises 10.20.10.240/30 and 10.20.10.0/24

 

All these routes except the 10.10.10.0/30, get marked as "downward" and because of that, only this route, 10.10.10.0/30 gets installed on HQ router

 

I know the "downward" bit can be ignored (and thus the routes get installed) with the "capability vrf-lite" command, but why does the /30 not get marked as "downward" while the other 3 routes do? Maybe because of the two networks from site 1 having the same network address? Both sites advertising the networks are the same router model, 897, with same IOS version.
