Hello,
My current WAN line goes directly to my ASA5516. We just had a new ISP WAN line put in that we want to use as our primary WAN line. I still want to use the public IP addresses from my old WAN line but go over the new WAN line. We will be keeping the old WAN line as a backup. Is there any way of setting this up on my ASA?
Any help would be appreciated.

No.
You can have two WAN links, active/standby, but you can't use both WAN links at the same time like you have indicated. There are a few special exceptions, but they are not likely to apply in your case.

I don't necessarily want them both to be active I just want to keep using my current public IP's. For example If I did have an active/standby configuration, when the active link went down and everything started going through the standby link somehow it would have to receive traffic that was going to the active links public IP addresses. I basically want to do the same thing except it would be the standby links IP addresses going to the active link.

You wont be able to do that (assuming this is two different ISPs).
The closest you'll be able to use is a DNS system that supports health checks, like the Amazon AWS Route53 service.
Get the DNS to give out the IP from "link 1" if it is up, otherwise give out the IP from "link 2".
