I have four PBXes in four locations.
each pbx has its own E1 trunk port.
Also I have a lan in each location and the connectivituy between locations are also E1.
is this possible to :
1.I assign all the e1 timeslots to pbx
with nm-1cue1-pri module
2)again with nm-1cue1-pri connect to other locatins

There is no such product named nm-1cue1-pri.
What router type do you have in all locations ?

You need either vwic-2mft-e1 or vwic2-2mft-1e1/t1. These are two-port E1 cards, one port connects to pbx, other to wan circuit.
Also you need the dsp module, called pvdm2-xx where xx is the number of voice channels you need. Available sizes are 8, 16, 32, 48, 64.
Hope this helps, please rate post if it does!

It can be lengthy, if you never configured voip I suggest you hire someone with experience as it can be frustrating the very first time.
