Easy question on debuging acl's

Hi,
when you need to debug an acl on a router does the acl have to be applied to the interface?

I usually apply the ACL under interface, remember permit ip any any at the end.

yes, it where it will clock up packets u need to debug.
be as specific as u can so u dont overwhelm the router with debug.
have the "u all" (short for undebug all) command ready to be entered in case router shows slow response.
