EBGP session is showing IDLE.

EBGP session is in IDLE mode ,  what action i can take to resolve the issue .

When the interface does come up, the session will be considered as directly connected.

Do you have access on the "neighbor" router ?

Do you please share the configuration of int gig0/0/1 and the sub interface also attached to it ?

access-list 123 permit tcp any any eq bgp rst <<- this issue I think 
you need 
access-list 123 permit tcp any  any eq bgp<<- direction IN 
access-list 123 permit tcp any any eq bgp <<- direction OUT 

check this point
