The internal email are working fine .But the users are not able to receive mails from outside world.What could be the reason.Is it the firewall settings or the router configuration.

Check both the router and firewall. Verify that you have the correct ACLs on the firewall and router for incoming traffic. Can other traffic come in from the outside FTP, SSH or is the problem just with mail?

the reason might be a faulty or absent MX record as well. or relay denied from the outside world on the mail server. or mail routing loop. faulty spam filter. just to name few...

1. Check where the MX records point to
2. If the MX records point to your Public IP then check whether you have Port 25 (SMTP Port) open
3. Also check whether you have properly defined the Static NAT or configured Port Forwarding for Port 25
4. If the MX records point to some other SMTP relay server, check whether that server is properly relaying the mails
5. If your mails server uses UUCP, check whether UUCP port is open on the Firewall
6. Try telneting to Port 25 externally on your SMTP server IP. Check whether successful
The problem can be anything, until & unless you describe it correctly nothing can be diagnosed
