Yes it is because of that.

With the privilege level you define commands allowed to be executed for the different levels.

Default is that 15 is unlimited.

Hope this helps, please rate post if it does

The configuration of privilege level 15 on the vty is certainly what takes you directly to privilege level.

To supplement the response by paolo, Cisco provides multiple privilege levels. Typically levels 1 and 15 are used. Privilege level 1 is frequently referred to as user mode. In this privilege level you generally have access to commands that can show you what is going on but not have access to commands that can change anything of significance on the device. Privilege level 15 is frequently referred to as enable mode. In this privilege level you not only have access to all user level commands but you have access to commands that can change things on the device.

does that mean if i had put level 1 in the vty session, i will not be able to go to the enable prompt.

Sarosh

level 1 is the default level for the vty. When the vty is set for level 1 you get the user mode prompt when you login. You will be able to get to the enable prompt but it will no longer be automatic. You would need to enter the enable command and input the enable password.
