ESP20 can only handle 10G of total throughput?

Hi,

We have a Cisco new ASR1004 + RP2 + ESP20 + ISP40 in expectation to handle our 16Gbps total traffic, but we only get 10G traffic from the box, flat, with constant spike on latency and packet loss.

We've tried a few different configuration, but the result still the same, the ASR1004 can only handle 10G of total traffic.

1. ASR1004 + RP2 + ES20 + ISP40 (2x 20Gbps portchannel) = only 10G total traffic

2. ASR1004 + RP2 + ES20 + 2x ISP40 (20Gbps portchannel each ISP) = only 10G total traffic

Can anyone confirm that the ESP20 is actually only capable to handle 10G of total traffic? our traffic is limited by its 11.5Gbps ESI?

Here some additional information from our router:
