unfortunately I do not quite understand your requirements. Do you want normal IP routing of traffic from VLANs to the ATM interface and back with the ATM having one PVC?
Then normal IP routing on the Cat6509 should do the trick.
Or would you like to separate customer traffic from the VLAN over a separate PVC per customer? Then either PBR (policy based routing) matching IP addresses could be used. Another option would be to use Multi-VRF (aka VRF-lite) with a separate IP routing table per customer. Then each PVC should be cofigured on a separate subinterface and the ATM subint plus the VLAN interface should be assigned to the customer VRF.
