Can you elaborate on your FR?
As it depends on what type of Frame relay you are wanting to test and the topolgy you would like to use. .

Hub-spoke FR ( broadcast, point-to-point, point-2-multipoint, mulitpoint ) <- require a frame relay switch)
Back-to back FR

The main issue is with making cloud FR provider cloud to meed your desired topology.  I have studied and passed CCNA when FR was on exam long time ago. Here are my several examples made for PT.  They are old but still should be ok for new PT version.  Make sure you unzip some of files.  Note: there are 2 examples made for GNS3 standalone older version, those are:  "FR with router EIGRP mulit-point.zip"  and FR with router EIGRP no subs.zip".  Link valid for 14 days,  see link https://dropmefiles.com/yYjBb
