Ever since we have established communications in our area we have had an issue with the BGP Neighbor Flapping. We have "bump" our crypto device to get the neighbor to come back up. What's the issue?

hello
Can you explain what you mean by "bump" crypto device. -Are the bgp peers connecting over Ipsec?

The reason why the bgp session is flapping is its losing its tcp connection to its peer.

You need to check the NLRI between the two bgp peers.

I would first check for physical issues, Then errors on the links, (like mtu mismatch)
