My network monitoring server went down. Thinks its safe to say that I need something monitoring machines by IP just in case the SNMP monitoring server goes down. Any ideas whats inexpensive and effect?

Nagios might be worth a look if you're confident with Linux stuff? If you go for a Ubuntu build you can select it as an add in option.
I used it under its former guise of Netsaint for simple ping and poll monitoring, or even pulling in SNMP polls.

I would recommend some of the listed below:
Nagios - www.nagios.org
Zabbix - http://www.zabbix.com/
JFFMNS - http://www.jffnms.org/
