I want to find out is there is a way to see what caused high utilization on a link at an earlier time frame ?

You cant really you need a 3rd party app that netflow is sent too , UIM, Netqos liveaction ptrg etc
This will break down the utilization right down to the second and per protocol and what it was doing and how much it wss transmitting ,routers switches really only do real time stats for utilization
other option is setup and EEM script that can run show commands when a certain value you set is hit , that way the commands can be captured sent to flash and recorded in txt file for you to view after the fact , that way you may see what was causing it at that time
There is an interface history command like cpu you could enable too but its not great
