Could you expand a bit upon your questions? Reason I ask, latency doesn't so much "work", as it's just is (although there are different "causes" of latency). Further, you don't generally configure it, except, perhaps, in cases where you're doing some form of test and you're trying to create an environment that will match/mimic some other environment.
