How to configure the router that send snmp trap when GRE tunnel link up or down?

Under tunnel interface add "logging event link-status" command.

Besides what John has provided, you might need to insure the GRE tunnel actually goes down if other side can not be reached. This can often be accomplished by using keepalive on the tunnel interface.
