ISR 4331 router from bootflash stopped loading. When I try to view the bootflash from rommon,
the console is "not responding". When you try to loading image via USB or TFTP,
the console is "not responding" too.
Maybe there are ideas how to fix this problem?

That'll be it.
If you plan to use 16.5.X, ROMmon should be 16.7(3r).
Find a 3.X.X firmware and get the router to load it. Once the router boots into 3.X.X, upgrade the firmware. (My recommendation is to upgrade to the LATEST version to avoid future issues like this.)
Once ROMmon has been upgraded, then you do the IOS-XE upgrade.

What happens if you just say "boot usb0:filename.bin" and don't put the "-r"?
