I've read a lot of comments on other forums pointing out that "ignored" errors on 28xx series usually mean that a router upgrade is needed (it can't process packets at their incoming rates and drops / ignores some of them) - what type of device do you have?

actually its a 2811 cisco router.

it is a  2811 cisco router, and what kind of upgrade, is it getting a higher one or just IOS upgrade.

A higher one.

However, the percentage of ignored packets out of the much higher total input packets is negligible (they probably increment when the input rate spikes towards the maximum, you should also see spikes in CPU load) - is this something service affecting?

Yes it affects service.

CPU utilization for five seconds: 59%/47%; one minute: 61%; five minutes: 64%
