is there need to configure auto-qos and manual qos in N7K having VPC and Catalyst 3850 having VSS ?

if so,

how to configure auto-qos and manual qos in in N7K having VPC and Catalyst 3850 having VSS ?

QoS is a complete different feature then VPC and/or VSS!
configuring QoS on a VSS configuration is no different as on a normal switch
-> that would change your question "is there need to configure auto-qos and manual qos" on any network?

QoS is a mechanism to prioritize specific trafic above less urgent data streams (priority-queing)
and to prevent some data streams to fill up the entire capacity of a switch(port) (bandwith reservation/limiting)

so the answer depends on your environment
if your network has lot's of capacity, it may not be worth the effort
if your environment is  "loaded" and you experience problems with certain applications,
then it may be worth while to investigate the use of QoS

be aware it takes considerable study to configure this correctly!

As @pieterh already noted, need for QoS isn't specifically related to vPC or VSS.  QoS needs depends on your network application(s) needs and whether those are being met, and if not, whether QoS can provide them.

As far as I know, pretty much the same as you would for any kind of interface on those devices.  Any differences might be related to using port-channels with vPC or VSS (even then, differences would likely be due to port-channel considerations beyond being on a vPC or VSS - vPC, though, might allow different QoS settings on the two vPC systems [which is likely a logically error]).
