both cities layer 1 and layer 2 have been verfiied okay, according the the debug error message, I believe it's ISDN service provider issue, can we confirm which city's service provider has problem?

This may help to troubleshoot further better.

The remote number you dialed is not reachable.

Check the number you dial. Verify if you need any prefixes to access the network. For example, you need to dial 9 for outbound calls through a PBX. Contact your telco/PBX administrator for details
