ISR 4331 is not getting boot up with Memory Init Failure

we had a power failure and after that ISR 4331 is not getting boot up with below error
%ERROR% Memory Init Failure!
Check that a Memory DIMM is populated in slot 0.

we already changed the Memory to Slot 1, but still same error

Contact Cisco TAC and organize for an RMA.

unfortunately router is not under RMA as of now, do we need to replace RAM or router?

The memory should be in Slot 0.  

If the memory in Slot 0 is not working then consider talking to TAC because either the memory module could be faulty or the motherboard is fried.
