I have an ISR 4331 running: isr4400-universalk9.03.16.02.S.155-3.S2-ext.SPA.bin OS
I just have the IPbase license
when I try and configure custom NBAR the command
" IP nbar custom" is not recognized. do I need another license to be able to create custom nbar ports etc.

Hi yes looks lilke its the same as the data license , I haven't seen much difference , we have full routing enabled BGP/EIGRP and I seem to have most features I would on an advanced services image with it

Sorry should have been ISR 4431 but I am seeing the same on a 4331
