I have a customer who is getting an error when he is trying to apply a Boost License to an ISR4331without Smartnet coverage on the ISR? Does the ISR require Smartnet coverage to allow my customer to apply the Boost License?

No it not required as per my knowledge, Smartnet only covers for the hardware and maintenance.
But right to use like trail license you can use for testing.

Hi,
It does not need smartnet coverage to activate boost license. What error your customer is getting? Can you share here? One thing to check is if the router running a required IOS version. Their router must be running Cisco IOS XE software version 16.07.01 or later.
