L2TPV3 redundancy

I have a wan site that has one router connected back to 2 routers in my main campus over 2 different links for redundancy. i want to use l2tpv3 to bring a dot1q network back from that remote site to campus i have that working however i want to ensure that if i lose one link the other link takes the traffic for the l2tpv3. I successfully set up 2 tunnels from the remote site one to one router at my campus and one to another. funny thing is i would expect a layer 2 loop to occur however that is not the case and failover works fine but i can't understand why? I realize this is a strange post but i am confused.. both sides of the wan networks are trunking this vlan between switches that would be a loop if the wan links were raw L2 ethernet links.
