MFR QoS question

I have a situation where host site has 6Meg on multilink frame-relay bundle connected to several remote sites with 384K to T1 bandwidth. Now they want to add VoIP to the network. So I have to have frame-relay Fragmentation done on sites with < 768K bandwidth. But fragmentation FRF.12 is not supported on MFR. How do we deal with it.

Fragmentation utilizing FRF.12[4] End-to-End procedures may optionally be

supported for MFR information transfer with the following functional extensions:

7 Fragments of a frame may be transmitted over different constituent VCs (CVCs).

7 The frame reassembly procedures accept fragments of a frame from any CVC within an aggregated VC (AVC).
