Folks,

I have about 500 devices that need QOS. What would be the best tool to do this large scale enterprise level QOS?

Also, I will use Nbar and many applications (SAP,etc) would need PDLM downloads, would i need to download many PDLMs depending on the need to all router flashes????

Any easy way to doing this?

I would suggest that you use the Cisco QOS device manager. Cisco QoS Device Manager (QDM) is a Web-based network management application used for the configuration and monitoring of advanced IP-based quality of service (QoS) functionality within Cisco routers. QDM is a critical management component within the Cisco Content Networking architecture.
