Can a Cisco 2921 handle a 100mbps connection plus operate BGP with partial updates? I am worried about the CPU.

Based on your required bandwidth / packet rates you should be able to choose which range to go for

Can a Cisco 2921 handle a 100mbps connection plus operate BGP with partial updates?
Partial updates? No it won't. The 2921 won't have enough DRAM to accomodate partial BGP updates. You'd need a minimum of 3925E/3945E.

How much RAM you believe is required, as the 2900 series can go up to 2GB?

Nah. You're right there, Joseph. 2 Gb for partial BGP would be more than enough.
But I'd still recommend a 3925E/3945E due to bandwidth capabilities.

Cisco recommends the 2921 for up to 50 Mbps, WAN. Cisco's recommendations tend to be conservative to handle even worst case, but from their whitepaper (attached), 100 Mbps looks to be borderline.
