No class-map/policy-map commands for qos in 851 IOS

I'm running the latest IOS code for the 851 router and I don't see the commands class-map or policy-map in the list of available commands. Is there a global command I have to enable to be able to use class-maps and policy-maps. Oddly, the service-policy output command exists under the interface config options. Here's the IOS version I'm running: c850-advsecurityk9-mz.124-6.T2.bin

I don't think this IOS image IOS supports the QOS command set. Try c831-k9o3sy6-mz.12.3-14.T4
