can it reach the MS server from the switch ok ping it fine , set an extended ping to it if so ?
set the time locally on the switch and the NTP will sync quicker too, if possible a reload may sync it straight away in some cases

it says its getting time from NTP server , did it reach it before ? or is this an updated Ip of server

The reason why NTP won't/never work is because the NTP "source" is a Windows-based system.  MS' "NTP" is not based on standards but their own interpretation.  MS boxes can sync NTP with anyone else but not the other way around.
