OER for single datastream

I have one router on a remote site with two links back to headquarters (via two different paths - one direct, the other via a third site). 90% of the site traffic is encrypted traffic, which means the source/dest pair doesn't change. I'm trying to figure best way of load balancing and playing round with OER at the moment. I like that it chooses the link depending on the load on the exit links. However it appears that it doesn't change the exit point for the same data stream (in my test net I overloaded the first interface with incoming traffic of the same data stream and hoped to see OER using the second exit link as the first one is already over utilised, but it didn't). Is there a way to force OER to choose the second link (for the same data stream that is) until the utilisation on the first link has dropped under a specific value?

I don't think OER (or PfR) will split traffic from what it considers a single flow. At the most basic, OER manipulates routing table entries but it also supports PBR at a more advanced level. (At lease I think OER support PBR, if not, then it's PfR that does.) Unless you can get OER (or PfR?) to see different traffic flows, you may be unable to get it to load balance.
