open up a port on a Layer3 switches

I have a problem how can you open up a port on a Layer3 switches, I do not know if that is possible?

okay could want in a layer 3 switches lied to on port 3099 with telnet and ssh, how can you do?

I already answered your question in another port: use the rotary command under vty line

eg

line vty 0 4

rotary 9 ---->  3009

okay but can not open the vty line up for remote access and I need for my studies because my ISP block returns default port 22 and 23 I do not know if it is possible to open other ports to put
