OSPF LSA retransmission timer vs LSA arrival timers

Would like your assistance please regarding OSPF retransmission timer vs LSA arrival timer

According to below document, it is mentioned that retransmission timer should be greater than arrival timer which makes perfect sense however I can find the opposite in default values

Am I missing something ?

Initial SPF schedule delay 5000 msecs

Minimum hold time between two consecutive SPFs 10000 msecs

Maximum wait time between two consecutive SPFs 10000 msecs

Minimum LSA interval 5 secs

Minimum LSA arrival 1000 msecs <<<—-

LSA group pacing timer 240 secs

Interface flood pacing timer 33 msecs

Retransmission pacing timer 66 msecs <<<——

Well after some reading, I believe as mentioned in document retransmission timer should be larger than arrival timer

However command that controls retransmission timer is "ip ospf retransmit-interval seconds"  and its default value is 5 sec

As "timers pacing retransmission" controls how long to wait to send LSAs that are unacknowledged using the grouping principle and default value is 66 ms

Also to mention this is only applied for unacked LSA as LSA transmission timers are controlled by LSA throttling "timers throttle lsa"

Am I right ?
