OSPF over DMVPN

Running OSPF over DMVPN on 4 spokes and 1 hub. everything is network type non broadcast and the spokes are all priority 0.

When running show ip ospf int br on the Hub i see the state on the Tunnel interface as DR, but on the Spokes I see DR Other. 

I feel the spokes should be BDR? Or am I wrong?

Hi

If you have configured the spokes with priority 0, they will never be DR, BDR either, try to configure one of them with priority 254 then clear ip ospf process and you should see the BDR from other spokes. The DR should have 255 priority.

With OSPF priority 0, the router won't participate to DR/BDR election that's why it's seen as DROTHER.
