Does the PA-T3+ has an onboard DSU?
The docmentation says
"The PA-T3+ supports several types of integrated data service units (DSUs). "
and give a list of DSUs like kentrox
Does this mean I need an external DS3 DSU to go with this card.
If so , what is the advantage of that card compared to the HSSI PA-H which is cheaper

DSU is internal. When it references Kentrox these are the modes the DSU can emulate. Card is fairly easy to work with. See the configuring tab on the weblink you have above.

I agree with the above. They are pretty simple. Once you insert the card, you get a serial interface created.
interface Serial6/0
no ip address
shutdown
dsu bandwidth 44210
framing c-bit
cablelength 10
serial restart-delay 0
Then you just plug in the coax. Depending on telco, you may have to adjust the framing, but that is all.
