How do I configure packetcable on a ubr7100? Also what is the latest boot and rommon for it?

The highest versionn I found in this document mentions SU71M3K8U-12323BC Cisco ubr7100 Ser IOS DOCSIS 2-WAY IOS 12.2(33)SCbut as the device is out of support, the software may not be accessible anymore
as for configuration maybe this copy of hardware installation manual helps

The latest you found isn't the latest. There's got to be a newer version than 12.3 BC5

as the device is out of support, NO software for this device (any version) may be found on the Cisco website anymore
