PPPoE on ISR router: Why is LCP closed on Dialer interface, LCP up on Virtual-Access interface?

Why does the Dialer interface show LCP as closed, but on the Virtual-Access interface LCP shows up as open?

Also, is it normal for the NCPs to only show up under the Virtual-Access interface? What is the reasoning for this?
