problem in cisco 1841 with Virtual-Access Interface

Hi evryone

I have a problem in my Cisco 1841 in Virtual-Access Interface  all interfaces is UP Except Virtual Access is Down  ,

when i want recover the virtual access to up ,should i do shut & no shut to the ATM interface.

My question is:
What is the cause of the problem, and how I can solve this issue?

Can you ping ip addresses on internet? if yes then you've got no problem.

yes i can ping ip addresses on internet ,because i got internet over two interfaces ,

in my case the the speed is 4Mbps when one of virtual access goes down the speed is decrees into 2Mbps  .
