Public ip on 2 different routers

I have 2 routers joined together by their 0/1 Lan interfaces.

Router A   0/0 Lan interface is hosting the public ip of  say 178.0.0.0  255.255.255.248

Router B is connected to Router A via the 0/1 as previously stated.  I would like to add 178.0.0.1 to Rotuer B 0/1 interface.

Is their a way I can do it without having to chop up my subnet?

In case you were wondering why. I need to setup a test router ( Router B) for some VPN development, and I don't want to interfere with the live Router A

does anyone ahve any ideas?

The two routers have to be in the same segment, otherwise you will have connectivity issues with routing packet from and to the internet
