What exactly is this Ps...Qs...Ts...and why do they have 1 ..3....7..these numbers before them..any high level idea will help so that I can further read.

P = priority queue
Q = normal queue ie. not priority
T = threshold which are used within a queue ie. it allows you to prioritise certain traffic over
other traffic within the same queue.
The numbers are simply the number of queues and/or thresholds per queue.

# = number of whatever feature is listed by letter
P = priority queue
Q = queue
T = drop threshold
e.g.
1P7Q3T = one priority queue, seven ordinary queues, three drop thresholds
