QOS Shaping HTTP Traffic

Hello,

I understand that you cannot shape the traffic inbound into the outside interface on your router or asa, but would shaping the outbound traffic on your inside interface to your clients not work somewhat the same?  Or would this not smooth out the incoming traffic from your ISP?

For example:

Traffic ---->        ISP --- Router outside interface -- Router Inside interface (service-policy to shape http outbound) --- lan --- clients

We have a 30mbps connection to our ISP and it seems as if some one is doing a large download that we max out the connection quickly.  I dont much care about the upload traffic, as we dont usually go over 2 - 3 mbps.

The problem with this situation as a whole (regardless of QoS technique) is you are attempting to shape traffic after it has already crossed the path.  The BW is already used.  The best you can do is force your router to drop traffic (police instead of shape) and TCP will adjust accordingly.  However this is not a very predictable technique and dropping certain TCP apps is problematic.  HTTP should be ok in this case, but still not optimal...

Is there any alternative other than policing to be able to share the bandwidth more evenly between users?
