Hi
A modular router is a router for which you can purchase different types of interface cards and slot them into the router chassis. So for example if you bought a 3800 router you could decide which type of interface cards you wanted in the chassis.
A fixed router is the opposite. You get the interfaces that come with it and you cannot change them.
