I was checking RIP packet movement in SIM mode and noticed that update timers are not being sent precisely every 30s by each router. It is always a value of <24;30). Does anybody know why is that?

I would not really bother, It is a simulator, not a physical device
it has no real-time-clock that can interrupt exactly every 30 seconds.
With enough processing power the packet tracer host may do some tasks in parallel,
but it in a larger configuration it cannot really handle multiple router at the same time!
the simulator may take into account the processing time between cycles to send the packets.

also in real routers the update timer is not exactly 30 seconds this is done also to avoid synchronization effects.
However, in a packet tracer emulation this update timer differentation can be amplified
