Should the route-map you'd expect to get the most hits be put first in the list to avoid any undo hits to the CPU or will it even matter if it's first or last in the list? My thinking is that the quicker it can jump out of the map the better the load on CPU.
Thoughts?

Correct in theory , but in reality if you're to the point where you depend on placement of entries in route-map or ACLs, the router you're using is already too small for your traffic.
