Router Port Issue

I've got a cisco 1921 in a org. where we've added an extra gi interface and as long as a network cable is connected it works fine.

However if the network cable is disconnected and then reconnected the inteface doesn't start up again until I log into the router, enter config mode for the interface and issue the "shut" and "no shut" command.

2. show diag

3. show int gi ?

4. sh run int gi ?

Seen this with my home 881 router.

The only solution I had was to upgrade the IOS and it went fine.
